The budget proposal earmarks only 9.7 percent of the funds deemed necessary for the Ombudsperson’s office to function effectively, contributing to an overall government deficit of $36.3 million. Such constraints could severely restrict the office's capacity to monitor conflicts and elections, address the alarming rate of Human Rights defenders' killings, and delay the implementation of crucial early warning systems for armed conflict and civil abuses.

Since 2016, the Ombudsperson's office has documented over 1,500 killings of Human Rights defenders in Colombia, marking one of the highest national rates globally. The ongoing strife involving armed factions, including the Fuerzas Armadas Revolucionarias de Colombia (FARC) and its successor groups, has exacerbated the situation, causing significant displacements and further endangering civilians.

Established in 1992, the Ombudsperson’s Office of Colombia (Defensoría del Pueblo) plays a crucial role in promoting and safeguarding human rights in the country. The current Ombudsperson, Iris Marín, was appointed with the task of addressing and mediating complaints related to human rights violations.
