In a recent announcement that has sparked international concern, Human Rights Watch highlighted the potential repercussions of a proposed significant budget cut to the Colombian Ombudsperson’s office. This reduction, part of President Gustavos Petro's 2026 fiscal plan, threatens to undermine the country's human rights protections amid escalating conflict and political unrest.
The budget proposal earmarks only 9.7 percent of the funds deemed necessary for the Ombudsperson’s office to function effectively, contributing to an overall government deficit of $36.3 million. Such constraints could severely restrict the office's capacity to monitor conflicts and elections, address the alarming rate of Human Rights defenders' killings, and delay the implementation of crucial early warning systems for armed conflict and civil abuses.
Since 2016, the Ombudsperson's office has documented over 1,500 killings of Human Rights defenders in Colombia, marking one of the highest national rates globally. The ongoing strife involving armed factions, including the Fuerzas Armadas Revolucionarias de Colombia (FARC) and its successor groups, has exacerbated the situation, causing significant displacements and further endangering civilians.
This funding cut could also cripple existing projects like InspiraPaz, especially following substantial financial withdrawals by international supporters such as the United States' USAID. The reduction in monitoring and prevention initiatives comes at a particularly precarious time as the nation approaches its 2026 elections, a period already marred by increasing acts of political violence. Just last month, the assassination of Congressman and candidate Miguel Uribe Turbay underscored the growing threats facing political figures.
Established in 1992, the Ombudsperson’s Office of Colombia (Defensoría del Pueblo) plays a crucial role in promoting and safeguarding human rights in the country. The current Ombudsperson, Iris Marín, was appointed with the task of addressing and mediating complaints related to human rights violations. However, with the impending budget cuts, the ability of the office to perform these essential duties is now in jeopardy.
As Colombia navigates these turbulent times, the international community and local advocates alike are calling for a reassessment of the fiscal decisions that could deeply impact human rights protection in the nation. The situation remains a focal point for observers around the world, highlighting the critical need for adequate funding to uphold justice and human rights.
