US and Vietnam Set Stage for Groundbreaking Trade Agreement, Promising Fair and Balanced Economic Ties

The United States and Vietnam have taken a significant step towards establishing a more equitable trade relationship by finalizing a framework for a new trade deal. This framework, aimed at fostering “reciprocal, fair, and balanced trade,” was recently unveiled, setting the groundwork for a formal agreement expected in the coming weeks.

Significantly, the framework allows for certain tariff exceptions for Vietnamese goods while maintaining a general 20% tariff baseline. In a recent development, Vietnam, which currently imposes no tariffs on US goods, has agreed to modify several non-tariff barriers. This framework follows an intense period of trade negotiations sparked by the US administration's initial proposal of a 46% tariff on Vietnamese imports. This proposal was quickly put on hold to allow for bilateral negotiations, which ultimately led to the current reduced tariff rate of 20%. This concession was crucial in maintaining the flow of US goods into Vietnam without tariffs, a vital aspect of the bilateral talks led by President Donald Trump and Secretary To Lam.

The US is a major trading partner for Vietnam, being the second-largest overall and the largest destination for Vietnamese exports as of last year. The economic relationship is crucial for Vietnam, whose "high efficiency and low cost" manufacturing sector relies heavily on access to US markets. During a recent meeting, US Ambassador to Vietnam, Marc E. Knapper, and Vietnamese Deputy Prime Minister Bui Thanh Son discussed the ongoing negotiations. Son emphasized the importance of the United States considering Vietnam's economic characteristics during these talks, highlighting the collaborative spirit of the negotiations.
